Is the difference between order and chaos an illusion?

To view chaos as chaotic in a negative connotation, is like viewing it as a failure. What is seen as chaotic instead is the system as a work in progress. It has to go through a succession of messy chaotic processes in order to find success in the end. How it's perceived is the key. Chaos can be seen as actually more successful, since order has stopped searching to improve.
