Is Fabregas needed at Barcelona?

I believe Barcelona can train any youngster from their youth system and make one equally good as Cesc. But I don;t understanf why Barcelona want to pay huge amount of sum to Fabregas. Yeah, he is a good player, but with Xavi, Iniesta and Busquest in charge, he's very hard to start..
